Abstract
Tourism is a strategic sector in local economic development as it creates job opportunities, increases community income, and strengthens the cultural identity of a region. The concept of village-based tourism (community-based tourism) has emerged as an inclusive and sustainable approach. Balun Village, located in Turi District, Lamongan Regency, is known as the "Pancasila Village," representing religious tolerance among Muslims, Christians, and Hindus. This uniqueness provides a strong foundation for developing cultural-based tourism.This article aims to formulate a structured, participatory, and sustainable tourism village planning concept that emphasizes local potential and socio-cultural values. The implementation method includes preparation (socialization, DED drafting, priority scheduling), physical development (land use arrangement, building regulation, green open space, infrastructure and utilities), supervision, and maintenance.The results indicate significant achievements, including clear land-use zoning, locally characterized building design, provision of a minimum of 30% green open space, implementation of an integrated underground utility system, and strengthening of village identity through landmarks, nodes, and signage systems. The impacts include improved environmental quality, strengthened social values, and increased community economic opportunities.In conclusion, Balun Village has strong potential to be developed as an inclusive and sustainable cultural tourism village. However, long-term success requires regulatory support, continuous monitoring, participatory financing, and active community involvement in preserving cultural identity and environmental sustainability.
